The Global Initiative for West, Central and Southern Africa (GI WACAF Project), launched in 2006 and covering 22 countries, is a partnership between the International Maritime Organization (IMO) and eight oil companies (BP, Chevron, ENI, ExxonMobil, Marathon, PERENCO, Shell and Total), through IPIECA, the global oil and gas industry association for environmental and social issues.
The GI WACAF Project supports countries to develop their oil spill preparedness and response capabilities through the organisation of technical cooperation workshops, exercises, training and conferences.
Since the creation of the GI WACAF Project, 17 countries of the region developped a National Oil Spill Contingency Plan (NOSCP). They are available on this website under the section Country Profiles.
In case of a marine pollution incident, the GI WACAF network of national focal points have the possibility to consult a summary of the emergency contact numbers available in the National Oil Spill Contingency Plans (NOSCPs).

Global Initiative

The Global Initiative (GI) is an umbrella programme under which governments, through the International Maritime Organization (IMO), and the oil industry, through the global oil and gas industry association for environmental and social issues (IPIECA), are working together to assist countries in developing national structures and capability for oil spill preparedness and response. The programme was officially launched in Cape Town in 1996. GI activities currently focus on several regions: the Mediterranean Sea, Caspian and Black Seas, and West, Central and Southern Africa. Each region has a Project Manager, who helps build local capacity and political will for the development and implementation of effective contingency plans.
